哈通社阿斯塔纳5月21日电(记者加苏兰•卓勒德巴耶夫)内务部行政警察委员会主席伊戈尔•列别哈21日举行新闻发布会,就21日警方逮捕部分“示威者”的相关情况进行说明。

据其透露,部分企图在阿斯塔纳市组织非法游行的公民21日被警方逮捕。

“尽管有关部门呼吁民众不要参与非法游行,今天仍有一部分公民试图组织和煽动公众进行非法的游行示威活动。基于此,警方执法人员依法对这些人进行了逮捕。在登记了这些公民的身份和目的后,这些公民已经获得释放。”列别哈说。

“被捕者中包括部分媒体记者,我对发生这样的情况表示遗憾,但这并非警方刻意为之。这中间可能存在一些误会,今后我们会加强对警务人员的严格监督,确保此类情况不再发生。”他说。

据其透露,逮捕和拘留时间并不长,警方并未对人数进行细致的统计。

警方在逮捕过程中未遇到抵抗,社会秩序并未遭到损害。

据悉,此前有公民申请在阿斯塔纳市巴依杰列克观景塔附近举行游行示威活动,但市政府未对申请进行批准。因此,任何试图在观景塔范围内组织示威活动的行为,均被视为非法。

此外,列别哈还就阿拉木图相关游行示威活动的情况进行了介绍。

“阿拉木图未发生任何非法游行活动,有人试图组织此类活动,但未能成功。有部分区域内,出现过20-30人左右的人群聚集,但这些人多数要么不知道有人试图组织非法游行,要么只是来看热闹的群众。这些人也在被警方核实身份后劝离现场。”他说。(编译:塔尔)

Internal Affairs Ministry issues statement on detention of group of individuals in Astana

ASTANA. KAZINFORM - Igor Lepekha, Chairman of the Administrative Police Committee of the Internal Affairs Ministry of the Republic of Kazakhstan, has made a statement on detention of a group of individuals who tried to organize an unauthorized rally today.

"As you know a group of individuals submitted an application to hold a rally near the Baiterek monument in Astana. The city administration denied the application to hold the rally. Thus, today's rally was unpermitted. After the city administration's denial, local authorities, police and Prosecutor General's Office reached out to residents of the city to explain that the rally is unsactioned," Mr. Lepekha said.

According to him, despite the denial to hold the rally, a group of individuals continued to push for it.

"Based on the posts in social media, the issue of land was the last thing these people were concerned about. They raised other questions. We suspected that the rally would dissolve into a conflict situation," the Chairman of the Administrative Police Committee of the Internal Affairs Ministry noted.

"For this reason, the Internal Affairs Ministry assumed measures in line with the law in order to prevent disturbance of public peace," he added.

In conclusion, Mr. Lepekha said that the situation is being analyzed and the ministry will provide additional details later.

Internal Affairs Ministry calls detention of journalists in Astana an "unfortunate misunderstanding"

ASTANA. KAZINFORM - Chairman of the Administrative Police Committee of the Internal Affairs Ministry of the Republic of Kazakhstan Igor Lepekha dismissed the detention of journalists in Astana today as an ‘unfortunate misunderstanding'.

"Today a group of individuals tried to organize and hold an unsanctioned rally. As a result, they were briefly detained by local police and freed immediately," Mr. Lepekha said at a press briefing on Saturday, adding that detention of reporters among those people was probably the result of an unfortunate misunderstanding.

"The rally was unsanctioned. The police tried to explain it. But people were told that the rally was authorized," he said.

At the press briefing Mr. Lepekha revealed that a group of individuals were detained in Astana on Saturday for an attempt to hold the unsanctioned rally near the Baiterek monument. The Internal Affairs Ministry assumed measures in line with the law in order to prevent disturbance of public peace.

About 40 held administratively liable in Kazakhstan for organization of illegal actions

ASTANA. KAZINFORM - About 40 people have been held administratively liable in Kazakhstan for organization and planning of illegal actions and rallies, member of the Land Reform Commission and deputy Prosecutor General of Kazakhstan Andrey Kravchenko announced on Saturday.

"To date, about 40 people have been held administratively liable. I would like to point out that we are talking about this exact number, not 400-500 people. It has been confirmed that these people wanted to organize illegal actions on May 21," Mr. Kravchenko revealed at the 2nd session of the Land Reform Commission at the National Museum of the Republic of Kazakhstan.

According to him, ‘these people continued to push for a rally, although they had not been granted a permit for it'.

"Basically, they call for a rally via social media, spread leaflets and called on people to violate the law," he added.
